Tsangpo dam not affecting water flow to India: China
PASIGHAT, Mar 2: Alarmed after news reports that Siang River is drying up, the Deputy Commissioner Talem Tapok along with senior officers rushed to Komlighat and Raneghat point (Pasighat) yesterday to take stock of the latest development of the water level.
Quoting officers and concerned engineers of the Water Resource Development, Pasighat, Tapok confirmed that the water level is higher than the last year and there is nothing to be worried about the situation.
Circulating a message to the people, the DC informed that he has been closely monitoring and updating reports and nothing abnormal has been found. Stating that the situation was normal, he stated that the people of Pasighat have been witnessing such decline in water level of Siang during lean season particularly in January and February due to scanty rainfall in the past several years.
Meanwhile taking serious note on the issue, a team of Army officers from nearby Rayang Division met the DC and discussed the whole issue today. Later they visited all the accessible points. (DIPRO)

NAHARLAGUN, Mar 2: Mortal remains of late Nabam Maga, mother of Chief Minister Nabam Tuki was laid to rest today at her native village Ompuli in Sagali subdivision.
She died on February 29 at Guwahati after a prolonged illness.
Parliamentary Secretary for Trade and Commerce Phosum Khimhun, MP Takam Sanjoy, Parliamentary Secretary for Planning and Development Nabam Ribya and large number of public attended the funeral.

Governor to take up Tali cause
ITANAGAR, Mar 2: A delegation of All Arunachal Pradesh Students’ Union (AAPSU) led by its President Takam Tatung called on the Governor General (Retd) J.J. Singh at Raj Bhavan, Itanagar today. Interacting with the students, the Governor urged upon the student leaders to be responsible individuals and always work for the betterment of the student community and the people as a whole.
Giving a patient hearing to the challenges of the students, the Governor assured his best efforts for providing impetus to the development programmes and educational infrastructure in the interior areas of the State.
Stating that lack of proper road communication in interior areas like Tali has resulted in slow progress in socio economic activities such as infrastructure, education and health, the Governor said that he will push for speedy implementation of the road projects. The road projects must be implemented within the given timeframe following prescribed procedure and utmost transparency must be maintained. He further emphasized that the district administration should be involved in all the development works within the district. Earlier, showing photographs of dilapidated school buildings and hostels, the AAPSU leaders apprised the Governor on the lack of avenues for proper education in the interior areas of Kurung Kumey district.
Giving firsthand account of the plight of the people of Tali circle in Kurung Kumey, the student leaders informed the Governor on scarcity of ration items and lack of proper medical facilities, employment opportunities and modern technology in agrarian activities.

Parents seek govt security for children
Students assault case in Bangalore
ITANAGAR, Mar 2: The parents of the students who were allegedly assaulted at Bhuvan Polytechnic hostel, Yelahanka, Bangalore have called on the state government to provide security to the students studying there.
Yesterday, around 50 boys belonging to Arunachal Pradesh were allegedly beaten up by the people staying near the hostel as the boys were celebrating a birthday of one of the students.
A mob of more than 100 people broke open the main gate and started thrashing the students, said a student who spoke to this daily. The mob also took away cash and personal belongings including laptops and mobile phones.
He said that after the local residents were done with their brutality, they called the police.
As the police took over, more atrocities followed. All the residents of the hostel were brutally assaulted. Later 13 students were taken away by the Police.
A student informed that they were released on bail this afternoon.
A student alleged that even the college authorities are yet to initiate any probe in the case. While sharing the fear of the students, he said that state govt should assure safety and security of the all the students and also take up the matter with the management.
The parents alleged that despite the trauma being faced by the students and parents, there has been no reassurance of any kind from the government. Gyamar Tana, one of the parent’s called for security for the students and medical attention to all the injured. He said that government should step in at the earliest so that such instances do not occur again.
According to a source, Ankur Garg, Secretary to the Governor is reported to have taken up the matter with the Karnataka officials who assured him that the DGP, Karnataka will provide all assistance and security to the students.
All Arunachalee Students’ Unions’ Association of Karnakata president Jacky Boje Pada appealed to the state Govt and apex student bodies of the state to intervene for safety and security of fellow Arunachalee students studying in Karnataka.
This is not the first time students have had to face such problem. In October last, 10 Arunachalee students studying at Poojya Dodappa Appa Engineering College Gulbarga, Karnataka were allegedly beaten up by local residents. In September, 2011 Arunachalee polytechnic students were attacked in Tamil Nadu too.
Society says no to mega dams in Tawang
ITANAGAR, Mar 2: Continuing its tirade against construction of big dams in Tawang district, the Society for Development of Culture and Education (SDCE) today said construction of dam in seismic zone would threaten the very existence of various habitats in the region.
The SDCE, a Society formed by the monks from Mon area, who are now studying in South India, said Tawang district is very vulnerable to disaster like landslide and earthquake and it falls under seismic zone where no dam can be allowed to be built.
Opposing the initiatives for construction of dams on Tawangchu and Nyamjangchu river basins, the Society said, “There is no need to construct mega dams. Many small hydro projects which are being implemented will fulfill the power requirement of the district and the neighbouring area.”
Claiming that no proper public hearings were held on hydro projects and the students bodies were not allowed to participate in such public hearing, the society said that the people likely to be affected by the 900 MW Nyamjangchu hydropower project are not aware of the merits and demerits of the proposed dam.
It further alleged that the private power developers in connivance with vested interest
group have managed to obtain no objection certificate for the construction of dams.
The Society appealed to the authorities to maintain transparency and make all the

MP assures to take up suicide cases with authorities
ITANAGAR, Mar 2: The Idu Mishmi Cultural and Literary Society, (IMCLS) commenting on a PhD thesis by Dr. Tarun Mene on suicide among the Idu Mishmi Tribe of Arunachal Pradesh has said that taking cognizance of the burning issue MP Mukut Mithi has assured to take up the issue with relevant authorities both within the state and the Centre. He said this during an interaction with the society.
Earlier, Prof. V.R.Rao, Department of Anthropology, University of Delhi, in his tour of the twin districts of Dibang Valley in order to collect anthropological study material for Delhi University’ research programme; too had noted the high incidences of suicide in the tribe. And has submitted a research proposal to the Indian Council of Medical Research, (ICMR), Ministry of Health, Govt. of India; in order to study the causes as well as to find out appropriate intervention.
The General Secretary of the apex body of the Mishmis Tome Mickrow said that Dr Mene’s work will definitely provide an empirical basis to initiate definite steps in reducing the social epidemic in a tribe passing through the difficult phase of transition.
Dr. Mene’s work has immense implications for policy makers and other similar agencies in understanding suicidal phenomena among the Idu Mishmi tribe of Lower Dibang Valley and Dibang Valley Districts, he added.
Tawang remains cut off by heavy snowfall
Itanagar, Mar 2: Life came to a standstill in Tawang district due to heavy snowfall in the past few days.

Roads to Tawang and its adjoining areas including Sela Pass have been blocked by heavy snow from the rest of the state since Wednesday.
The markets remained closed in the district and people preferred to remain indoors due to intense cold and snowfall.
Though the district administration has pressed its men and machineries to clear the road at Sela Pass, the continuous snowfall is proving to be an impediment, sources said. Heavy snowfall is also recorded at Mechukha Valley in West Siang district since Wednesday affecting normal life.
The blizzard which lashed the valley left the entire township under a thick blanket of snow.
The valley has not received much snowfall in recent years and this season’s snowfall is reportedly the since 2005. PTI

Itanagar, Mar 2: A library is repository of wisdom and are indeed a priceless heritage of mankind as they preserve facts, ideas, thoughts, accomplishments and evident of human developments in multifarious areas, ages and directions, said S Kri, State Editor GoAP while attending the two days training programme on Preservation of Library Materials organised by department of Public Libraries and sponsored by National Library Kolkata at State Library conference hall, Itanagar today.
The State Editor said preservation of intellectual cultural heritage is not only an academic commitment but also the moral responsibility of the librarians and information scientist.
Further, Kri appealed the Director Public Libraries to extend possible help to other agencies and NGOs who are involved in library movements in the State.

Director of Research GoAP , while appreciating the Department of Public Libraries said libraries are not only the Kingdom of knowledge but also archives for the future generation. Niglok IGC without man and machine

RUKSIN, Mar 2: The Industrial Growth Centre (IGC), set up at Niglok in East Siang district, which once brought new hope among the entrepreneurs is running without man and machine as the people are yet to see any industrial development till date.
The IGC was designed with installation facilities of various industrial units including bamboo, tea and fruit processing, information technology park, cold storage, fruit processing, machinery weaving and tea processing. Apart from a small scale “Bamboo chips” production unit operated by ‘Siang Bamboo Factory’, building for other units are lying abandoned with dilapidated condition for the last several years.
The state’s Industry Minister Tapang Taloh, during his visit in December last year, assured to take IGC to a new height. But, for the people, the minister’s assurance seems like another ritualistic promise.
The Assistant Director of Industry (ADI) cum Project Manager of Niglok IGC, Jumbom Riba said that he has not received any development proposal from the government.
“I moved the state’s Industry Minister to grant sanction for construction of RCC boundary wall around the industrial complex and to appoint adequate staff. But to no avail,” he said.
“I have been serving here without any infrastructure and other necessary facilities, Riba lamented.
He informed that there are total seven staff, including an economic investigator, an LDC, a store keeper and two contingency appointees. “It is almost impossible to maintain or guard the valuable properties with the limited officials,” he said.
The project manager said that a natural irrigation channel which meandering through the industrial complex has become a major problem for the growth of industrial centre. The channel was blocked by the authorities during construction of the Industrial Centre keeping in mind that flow of water through the industrial Centre cause erosions.
However, Ruksin block ZPM, Tonggeng Panyang is hopeful of a scientific solution to the problem.
According to him, closure of the irrigation channel may hit paddy cultivation in the vast area.

Forum opposes cadastral survey
ITANAGAR, Mar 2: Opposing the construction of 2700 MW Mega Dam project over Siang River, the Dam Affected People’s Forum of Siyom Sirit Banggo in a letter to Deputy Commissioner, West Siang District today, opposed the proposed cadastral survey to be conducted in the second week of March.
It also urged the official team deputed for the purpose to refrain from survey.
It further said that, several meeting were conducted regarding scrapping of the 2700 MW Lower Siang Hydro Electricity Project earlier and the resolutions of the meeting were submitted to the government. But till today no appropriate action was initiated by the state and union government, it said.
ATA alleges assault
ITANAGAR, Mar 2: The Changlang district unit of Arunachal Teachers Association (ATA), in a release, claimed that four teachers of Gautampur middle school in Diyun circle were allegedly physically assaulted by local hooligan on February 28 last. The victims included a lady teacher named Nilop Bo. The teachers were attacked with sharp weapon and there is report that even household materials were damaged. ATA district unit while expressing anger over such attack has urged district administration, particularly police officials, to take stringent action against the attackers.

Expensive marriages
Dear Editor,
I am really pained to see the recent marriage ceremonies in Arunachal, specially the Nyishi Nyada system. Most families give 30 to 100 Mithuns and more in exchange of valuables from the bride’s family. These days one Mithun costs more than 50,000 in the market.
Today community recognises the individuals by their economic power and it has become
a trend that members of well to do families play a prominent role in the community.
Generally they become the socio-
Instead of preserving the tradition and culture they are destroying it to large extent as the common people like us will not be able to afford the cost of cultural preservation.
I am not against anyone as it's a personal matter as to how much they spend on marriage ceremonies, but this trend is indirectly discouraging the poor people and is making them run towards other customs.
Another demerit of this high budget competitive marriage system is that it affects the economic system a lot. Lakhs of money being spent on marriages could be used for other developmental activities.
Lastly, I appeal to NES, ANSU and all the learned persons of our community to regulate the marriage system specially the expenditure involved in it, so that every Nyishi can proudly participate in marriage ceremony.

Let Lada be connected

The Lada Circle in East Kameng is the most backward and remotest circle Hq of the district. The Lada Circle Hq was established in 1980 but even after more than thirty years of its establishment, there are still no road connectivity, no basic amenities and some of the villages are living in primitive stage. Therefore, people in large numbers have shifted to Seppa, Bhalukpong and Itanagar in search of better avenues for livelihood.
Recently, the people of this backward circle have seen that some machinery engaged in construction of road under PMGSY from Richukrong towards Sekong village giving them the hope of a road. The road connectivity is the only ray of hope for the people of Lada for addressing their problems and miseries which they have suffered for so many years.
Now, there is news that the road construction work is likely to be stopped again because of some legal fights among the contractors.
Therefore, the entire people of landlocked Lada Circle would like to request the esteemed contractors to resolve their problems amicably so that the people of the circle do not suffer any more. We, on behalf of the people of Lada Circle, also appeal to the Govt. to resolve the problem and allow construction work of road from Richukrong to Sekong under PMGSY to continue for the sake of the people.

This is in response to one of the letters demanding creation of a union territory carved out of Arunachal Pradesh.
I totally agree with his views.
The capital of Arunachal at the first instance has been created at a wrong place. It should have been located centrally so that all the corner of Arunachal could access it easily.
I would like to appeal all the MLAs and MPs belonging to Siang, Tirap, Changlang, Dibang Valley, Anjaw & Lohit, to unite together and raise the genuine demand for creation of a union territory comprising of these districts. Or at least the capital should be shifted to a central area.

Clash of examinations

I would like to draw the attention of the concern authority regarding the collision of School Examinations with the Police recruitment rally in Tirap and Changlang Districts.
It is a matter of concern that more than 90% of the applicants in this Police recruitment drive are pupils and continuing their studies having important Board examinations and secondary school examinations like CBSE, CCE and State Board which have started from 2nd March`2012 colliding with the Police interview dates starting from 5th March`2012.
This collision of important examination and interview dates has put many candidates to dilemma as they are unable to decide whether to take the exams or the interview.
It would be appreciable accomplishment on the part of concern authority if the interview dates could be postponed to some other comfortable dates. I would also appeal the Public Leaders and the aspiring candidates to look into the seriousness of the mystifying situation please.

Hype versus reality
Dear Editor,
Theoretically we hail from the Power House of the country but practically it’s very different. Almost every day there is irregularity in supply of power affecting daily lives.
The concern authorities know that the power/electricity is the main life line as most of the work is done through technological devices but there is massive power cut even in the twin capital which affects work.
If Capital is like this, just imagine what must be the case of the other areas. Sometime we are compelled to wait for half to one hour just to get a photocopy of our documents and have to run around looking for shops with generators.
Therefore, I appeal to the authorities to regularly supply electricity in the capital region so that work is not affected.

Until 2009, India accounted for nearly half the number of the world’s polio cases. A chief factor in the country’s success has been the widespread use of the bivalent oral polio vaccine, which is effective against both remaining types of the polio virus. Another has been rigorous monitoring, which has helped reduce the number of children missed by health workers during National Immunisation Days to less than 1 per cent.
It is said that Rotary International has played a major role in helping to stop the transmission of polio in India. Rotary has been a spearheading partner in the Global Polio Eradication Initiative since 1988, along with WHO, UNICEF etc.

To date, the Indian government has spent more than US$1.2 billion on domestic polio eradication activities.
Hope, this land mark achievement would be a morale booster for India to achieve the Millennium development goal within the stipulated period of time.
